Smith Township (Township) appeals from an order of the Court of Common Pleas of Washington County (trial court), which reversed a determination of the Smith Township Zoning Hearing Board (ZHB) that a grass landing strip is not an accessory use to a single family dwelling.

The appellees, Dale Risker and his parents, Chester and Ethel Risker (collectively referred to as Landowners) sought permission to construct a one hundred foot wide and nineteen' hundred foot long grass landing strip, with landing lights, on part of their forty-five acres of land in Smith…
