PRYOR, Circuit Judge:

The main issue in this appeal is whether a pro se petitioner for the writ of habeas corpus fairly presents his claim to a state habeas court when he makes a bare allegation of ineffective assistance of appellate counsel in his state habeas petition and then describes in briefs and testimony in later proceedings several instances of alleged ineffective assistance. Johnny Ray Ogle filed a timely federal habeas petition that alleged, among other things, that his appellate counsel had been ineffective by failing to pursue eight specific arguments.
