After obtaining a large judgment in an action against, among others, former employees of the Georgia Department of Human Resources Division of Family and Children Services (“DFCS”), Melinda McCoy filed the instant complaint against the Department of Administrative Services (“Department”) to collect the liability limits under a general liability agreement (“Agreement”) between the Department and DFCS.
