Barbara Cowart, as administratrix of the Estate of J. C., appeals the trial court’s order dismissing her claims against the Georgia Department of Human Services (DHS) in connection with the tragic death of one-year-old J. C. She contends that the trial court erred by ruling that her claims were barred by sovereign immunity For reasons that follow, we affirm in part and reverse in part.
