Pending before the court is Plaintiffs Motion to Compel (docket # 67), to which the West Virginia State Police has responded in opposition (# 71), and Plaintiff has replied (# 78). This action concerns Plaintiffs allegations that West Virginia State Troopers unlawfully beat him while he was restrained, and then attempted to cover up the beating.
