Plaintiff, an unsuccessful bidder on a public contract let by the City of Tacoma, brings this appeal from a summary judgment dismissing its application for a permanent injunction restraining the City of Tacoma from awarding urban renewal demolition contract UR 11677 to the successful bidder, Center Dozing Company.
