Plaintiff, John Coyne, a long-time employee of the United States Customs Service (“Customs Service”), commenced this action to review and declare void his transfer as a Supervisory Customs Inspector (“Inspector”) from the Newark International Airport, Newark, New Jersey (the “Airport”) to the Maersk Line Marine Terminal, Port Newark, New Jersey and for an order directing his reassignment to the Airport.
