Dennis John Shanlian appeals the Superior Court's order which affirmed the Department of Licensing's order imposing a statutory penalty for Shanlian's failure to comply with the statutes and rules which apply to real estate brokers. Shanlian contends that he is not subject to the real estate broker requirements, that he did not violate the rules regarding maintenance of an office, and that the Department lacked statutory authority to levy a fine in April 1988.
