Action for the delivery and cancellation of a certain contract for lighting the streets of the plaintiff city, also for an injunction; brought to the Superior Court in Hartford County and tried to the court, Shumway, J., upon demurrers of the defendants to the complaint; the court sustained the demurrers, rendered judgment for the defendants, and the plaintiff appealed. On March 13th, 1893, the board of street commissioners of the city of Hartford, acting for and in the name of the city, made an agreement with the defendant, the Hartford Electric Light Company, relating to the supply of electric lights for the streets and public places of the city.
