In this case, Plaintiffs Brian Wrenn, Joshua Akery, Tyler Whidby, and the Second Amendment Foundation, Inc., challenge several provisions of the District of Columbia’s licensing scheme for carrying handguns in public, including the permissive nature of the scheme and the “good reason/other proper reason” requirement for obtaining a concealed carry handgun license.
