Chapter 119, the Administrative Procedure Act, the Court of Common Pleas of Franklin County has no jurisdiction to hear an appeal filed by the Director of the Department of Transportation from an adverse decision-of the State Personnel Board of Review disaffirming the director’s layoff of relator and ordering relator restored to his job.
