The City of San Antonio and Mayor Howard Peak, in his official capacity, (collectively the “City”) appeal the trial court’s judgment awarding a class of plaintiffs (the “Firefighters”) damages and declaratory relief. The declaratory relief was granted through a partial summary judgment, stating that the Firefighters were entitled to a lump-sum payment for accumulated sick leave based on the full amount of their salary, not simply their base salary.
