Before the Court are the Motions for Summary Judgment filed by Defendants Officer Clifton Fairbanks, the City of Alexandria, and former Chief of the Alexandria Police Department Darren Coutee. (Docs. 77, 79). Also before the Court is a Motion to Strike filed by Defendants regarding the expert testimony of Dr. Charles Kelly. (Doc. 86). All responses have been filed, and these matters are ready for disposition.
