Lebanon Liquors, Inc., Advantage Liquors, West Main Wine & Spirits, Northside Discount Liquors and Good Times Liquors (“plaintiffs”), liquor stores in the city of Lebanon, filed suit in the Chancery Court of Wilson County against the City of Lebanon (“City”)', seeking to recover excess inspection fees on the wholesale purchase of liquor and privilege license fees collected pursuant to T.C.A. §§ 57-3-501 and 57-3-502.
