OPINION
WILKINSON, Circuit Judge:
Mohamed Basher Al-Talib and Hector R. Munoz were convicted of conspiracy to possess and distribute marijuana, as well as attempted possession of marijuana with intent to distribute. Appellants complain that the government improperly “manufactured” venue when they were arrested following a sting operation in Virginia.
