Plaintiff-Appellant Howard Moniz (“Moniz”), a Michigan prisoner, alleges in this civil-rights suit that Michigan’s former attorney general, Michael Cox (“Cox”), violated Moniz’s rights by failing to investigate or otherwise remedy a purportedly corrupt and discriminatory towing policy carried out by a private towing company in Monroe County, Michigan. Moniz asserts that Cox and those he supervises lied in federal court about the asserted towing scam and that Cox failed to correct or prevent misconduct by local prosecutors.
