MEMORANDUM OPINION AND ORDER

CASTILLO, District Judge.

Ramiro Hernandez filed a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254, which this Court denied on November 2, 1998. Hernandez v. Cooper, 28 F.Supp.2d 498 (N.D.Ill.1998) (“Hernandez I”). The Court will assume that the reader is familiar with our opinion in Hernandez I.
