Plaintiff County of Oakland and intervening plaintiff County of Macomb filed the instant civil action in 1984 to recover damages from defendants for allegedly violating the Sherman Act, 15 U.S.C. §§ 1-7, and the Racketeer Influenced and Corrupt Organizations Act [“RICO”], 18 U.S.C. §§ 1961-68. 1 Plaintiffs named as defendants 14 officials and corporations, including the City of Detroit and Mayor Coleman A.
