Doctor Isidoro Infante obtained a physician-surgeon diploma issued in 1928 by “The Kansas City University of Physicians and Surgeons” of Kansas City, Missouri. In February 1929 he applied to the Board of Medical Examiners of Puerto Rico for admission to examination. His application was denied and he filed a petition of mandamus against the Board. The question to decide in this petition was whether the Act of 1903, that of 1923 or that of 1928 were applicable to Dr. Infante. This Court decided against it. Infante v. Board of Medical…
