David Seropian (Seropian) petitions for review of the December 29, 2009, and April 21, 2010, Orders of the State Ethics Commission (Commission). In the December 29, 2009, Order (December Order), the Commission found, in relevant part, that Seropian violated Section 1103(a) of the Public Official and Employee Ethics Act (Ethics Act), 65 Pa.C.S. § 1103(a), by using his work computer for non-work-related activities.
