I dissent from the judgment of the majority of the Court in this proceeding which, in my opinion in large measure, defeats the purpose of the Legislature in enacting Article 5A, Chapter 8, Code, 1931, as amended. It was the intention of the Legislature in enacting that statute and in providing for the creation of a civil service commission in each city of five thousand population or more, having a police department, in which its members are paid by such city, to provide for a complete and all inclusive system for the appointment, promotion, reduction, removal and reinstatement of all officers…
