The matter is before the Court on plaintiffs’ Motion For Preliminary Injunction pursuant to Fed.R.Civ.P. 65. The action arises out of defendant’s recent promulgation of regulations governing the activities of entities receiving funds for family planning services under Title X of the Pub-lie Health Service Act, 42 U.S.C. §§ 300-300a-6a.
