This construction-differential subsidy contract case comes before this Court on the defendant’s motion for summary judgment based on the grounds that this Court lacks jurisdiction over the plaintiff’s suit. The plaintiff filed a brief in opposition to the defendant’s motion and a cross-motion for partial summary judgment.
