NEVILLE, District Judge.
The original motion for convocation of a three-judge district court under 28 U.S.C. §§ 2281 and 22841 alleged that a certain statute2 and regulations3 of statewide application are unconstitutional in light of Goldberg v. Kelly, 397 U.S. 254, 90 S.Ct. 1011, 25 L.Ed.2d 287 (1970), insofar as they “permit suspension or withholding of public assistance payments under the categorical aid programs without notice and an opportunity to be *470heard.” 4 The Court also understood this challenge to run to the constitutionality of Policy Bulletin No. 15, a directive of the State…
