I. INTRODUCTION

Plaintiff O’Chauncey Maddux claims that, on November 14, 2013, he was assaulted, battered, and falsely imprisoned by members of the District of Columbia Metropolitan Police Department. The incident left him with a broken hand. Plaintiff brought suit against the District of Columbia and the two police officers who he alleges unlawfully seized and injured him, Officer Robert Hamrick and Officer Maurice McDonald.
