Appellant Margaret Lyles brought suit against the United States Government under the Federal Torts Claims Act, 28 U.S.C. § 1346(b) (1982), seeking damages for injuries she allegedly sustained while working in the South Building of the United States Department of Agriculture (“USDA”) in Washington, D.C.
