Dr. Frank Szarko (Szarko) petitions for review of the November 2, 1994 adjudication of the Environmental Hearing Board (EHB) which sustained in part and dismissed in part his appeal of the issuance of numerous permits by the Department of Environmental Resources (DER) to the Delaware County Solid Waste Authority (the Authority) pertaining to the Authority’s solid waste disposal activities at the Colebrookdale Landfill in Earl Township, Berks County.
