POWERS, Justice.
Seven pawnshop owners appeal from a declaratory judgment sustaining the validity of rules promulgated by the Consumer Credit Commissioner pursuant to the Texas Pawnshop Act. See Tex.Rev.Civ. Stat. Ann. art. 5069-51.01-19 (West 1987 & Supp.1997). 1 We will reverse the judgment, save in two respects, and render the judgment we believe the trial court should have rendered. Tex.R.App. P. 48.2(c).
