This case requires us to decide whether a person who rents a vehicle and purchases an insurance policy as part of the transaction is entitled to underinsured *60motorist benefits against the rental agency equal to the total amount of liability coverage. In determining this, we are asked to decide whether a policy which is labeled as a “supplemental liability insurance” (SLI) policy is exempt under Washington’s underinsured motorist (UIM) statute, RCW 48.22.030.
