SIMON, District Judge.
What Donald Cochran did over the Internet last summer was undeniably a bit disturbing. By repeatedly exposing himself and fondling his erect penis into a webcam for a person he believed to be 13 years old, it was not likely that any jury was going to acquit him. But whether he violated the federal statute with which he was charged is not so simple a question.
