I. Appellants allege that they are each of them residents and taxpayers of the incorporated town of Sib-ley, and are each consumers of electrical energy produced and distributed by a municipal electric light and power plant owned and operated by said incorporated town. It is alleged that, on or about the 14th of July, 1914, the said incorporated town entered -into a written contract with the Ocheyedan Electric Company, .a private corporation, and with the incorporated towns of Harris and Lake Park, by the terms of which written contract it is alleged that said incorporated town of Sibley…
