The island of Guam has been a territory of the United States for more than a century, and for most of the period between 1898 and the mid-1900s, Guam served as a central base of operations for the United States Navy in the South Pacific. (Am. Compl., ECF No. 7, ¶ 6.) Early on, the Navy created a major landfill on the island-the Ordot Landfill-to support its mission, and this dump was used to dispose of munitions and chemicals, as well as military and civilian waste, for decades.
