This decades-old dispute is before the Court for the third time on remand from the United States Court of Appeals for the Fed eral Circuit. See Stockton E. Water Dist. v. United States (Stockton East IV), 761 F.3d 1344, 1345-46 (Fed. Cir. 2014).
