THIS MATTER comes before the Court on Defendant WorldCom Technologies of Virginia, Inc.’s (“WorldCom”) Motion to Dismiss for lack of subject matter jurisdiction. Plaintiff Bell Atlantic-Virginia, Inc.’s (“Bell Atlantic”) Motion for Partial Summary Judgment is also before the Court.
