OPINION
SWEET, District Judge.
This is an action brought by several black firefighters, an organization of black firefighters (the “Vulcan Society”) and others who have been denied employment as firefighters to seek redress of various alleged discriminatory policies and practices within the fire departments of four Westchester County municipalities, White Plains, Mount Vernon, New Rochelle and Yonkers (collectively “the municipal defendants”) and by the New York State Department of Civil Service (“DCS”).
