Petitioner-appellant Shane M. Takahashi (Takahashi) appeals from the district court’s decision and order affirming the administrative revocation of his driver’s license pursuant to Hawai'i Revised Statutes (HRS) chapter 286, Part XIV (Supp. 1992) (Administrative Revocation Program). Takahashi failed to appear at the scheduled administrative hearing that he had requested, and subsequently sought judicial review of the hearing officer’s revocation of his license after the entry of a notice of default.
