OPINION and ORDER
PETTINE, Chief Judge.
The plaintiff Grinnell Corporation initiated this case in May of 1972 to challenge the payment by the defendants of unemployment benefits to striking employees as required by the Rhode Island .. Employment Security Act, R.I.G.L. § 28-42-1 et seq., alleging that these payments deprived Grinnell of its federal right to engage in collective bargaining without the interference of state subsidies to striking employees.
