Captain Haywood Lusk has filed this action under the Civil Rights Act of 1871, 42 U.S.C. § 1983, alleging that the Dallas Independent School District’s refusal to renew his contract of employment as a teacher violated his rights under the First and Fourteenth Amendments of the United States Constitution.
