Respondent instituted this proceeding in the superior court for "Whatcom county to compel the appellants, the mayor and city council of the city of Hew Whatcom, and its treasurer, to pay the interest on a certain warrant drawn upon a special fund of the city created for the purpose of paying for certain street improvements. Appellants’ demurrer to the alternative writ was overruled.
