MEMORANDUM OPINION AND ORDER

Plaintiff Carol A. Everett (“Everett”) filed suit against her former employer, Cook County, alleging that it discharged her in violation of the Shakman Consent Decree, § 1983, Title VII, and § 1981. More specifically, Count I of Everett’s Second Amended Complaint claims a violation of the consent decree entered in Shakman v. Democratic Org. of Cook County, 481 F.Supp. 1315, 1358 (N.D.Ill.1979), vacated sub nom. Shakman v.
