AREND, Justice.

In this action the attorney general filed a “Statement of Issues” with the Alcoholic Liquor Control Board of Alaska (hereinafter referred to as the Board), protesting the reissuance for 1960 of a beverage dispensary liquor license 1 to the appellee, Malcolm, Inc., for its liquor dispensary business in Anchorage, known as Guys & Dolls.
