MORROW, Circuit Judge.

Plaintiff in error, defendant below, was indicted for having violated the Harrison Anti-Narcotic Act of December 17, 1914, 38 Stat. 785, 789, as amended by Act of February 24, 1919 (Comp. St. Ann. Supp. 1919, § 6287get seq.; 40 Stat. 1131). The act levies a tax upon narcotics, such as morphine and cocaine, and requires that packages containing these drugs shall bear a stamp evidencing the payment of the tax, and it is a crime.for any person to purchase, deal in, or distribute the drugs, except in the original stamped package or from the original stamped package.
