STATON, Judge.

Bill Heltzel (Heltzel) is an investigative reporter employed by Howard Publications, Inc., publisher of The Times, He was researching a story about the Lake County Coroner's Office and requested copies of its files. Dr. Daniel Thomas (Thomas) did not comply and Heltzel filed suit pursuant to The Access to Public Records Act (Act), West's AIC 5-14-8-1 (Supp.1987).
