Appellant-defendant/cross-claim plaintiff, Indianapolis Newspapers (the “Star”), appeals the trial court’s decision dismissing appellees-defendants/cross-claim defendants, the Indiana State Lottery Commission and its director, James F. Maguire (collectively referred to as the “Lottery”), from a cross-claim brought by the Star under Indiana’s Access to Public Records Act (the “APRA,” codified at Indiana Code sections 5-14-3-1 through -10) and releasing the Lottery from further liability in the action.
