This is an original proceeding brought pursuant to section 1-40-107(2), 1 C.R.S. (1999). Petitioner M. Patrick Steadman (Steadman), a registered Colorado elector, challenges the action of the Title Setting Board (Title Board) in adopting a title, ballot title, submission clause, and summary (titles and summary) for proposed ballot initiative 1999— 2000 #200A (Initiative #200A).1 Initiative #200A requires a woman’s “voluntary and informed consent” before a physician may perform an abortion.
