MEMORANDUM OPINION AND ORDER

KANE, Senior District Judge.

Mantle Ranches Inc. (Mantle) sues National Park Service, specifically the Dinosaur National Monument (“DNM”), Secretary of the Interior Bruce Babbitt, National Park Service Director Roger Kennedy, National Park Service Regional Director, Rocky Mountain Region Robert M. Baker, and Dennis Huffman, DNM superintendent.
