DECISION
James Boutin ("Boutin" or "appellant") appeals from a decision of a Hearing Officer of the Rhode Island Department of Human Services ("DHS"), denying his application for medical assistance. The appellant argues that the Hearing Officer erred by failing to allocate the appropriate weight to his treating physicians' opinions and by applying the incorrect legal standard in determining that he could perform sedentary work.
