Appeal from a judgment of the Supreme Court at Special Term (Prior, Jr., J.), entered September 12,1980 in Sullivan County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of the New York State Department of Social Services, which reduced petitioner’s grant of aid to families with dependent children by directing recoupment of petitioner’s unreported tax refund.
