GERTNER, District Judge.

I. BACKGROUND

This dispute involves the possession of thirty-four automobiles, arrested by order of this Court, without their owners’ knowledge, as security in a dispute in which the owners are not involved.

In August 1997, plaintiff Prozina Shipping Co., Ltd. (“Prozina”) filed a motion before this Court for the maritime arrest of thirty-four vehicles which it had in its possession following the collapse of a contract Prozina had entered into to transport the vehicles to Haiti.
