Robert Garlick (Licensee) appeals from the January 4, 2017 Order of the Court of Common Pleas of Erie County (common pleas) denying his appeal from a one-year suspension of his operating privilege imposed by the Commonwealth of Pennsylvania, Department of Transportation, Bureau of Driver Licensing (DOT), under Section 1547(b)(l)(i) of the Vehicle Code, 75 Pa.
